Availability hint for a postal code

Cheap, read-only hint of what a quote would likely offer. Nothing is stored or promised; only a quote prices and promises. Cacheable by your server for 60 s (Cache-Control: private, max-age=60). Send exactly one of pickupLocationId and pickupExternalStoreId.
